The Missouri legislature is considering a new Bill being proposed by the Missouri House of Representatives.  The Bill will give law enforcement the authority to issue citations for failure to use a seat belt as a "primary offense."  A primary offense operates to give authority to pull a motorist over for the sole purpose of issuing a ticket for failure to wear a seat belt. Currently the offense is purely a secondary offense.
